As brigade commander for more than 4,400 midshipmen, Phillips executes policies, ensures mutual respect for all midshipmen, maintains brigade efficiency, is sensitive towards general morale, and is accountable for brigade conduct, reporting deficiencies to the Commandant of Midshipmen, and recommending corrective action.
